The advantage of steganography over traditional cryptography is that steganographic messages do not attract attention. Plainly visible, encrypted messages—no matter how unbreakable—will rightly arouse suspicion, and may by themselves be incriminating in those countries where encryption is illegal. Therefore, whereas cryptography protects the contents of a message, steganography can be said to protect both the messages and the communicating parties.
